إعلان كارثة إنسانية وصحية في مدينة بحري
تعلن غرفة طوارئ بحري عن تفجر الوضع الصحي في المدينة ووصوله إلى أقصى درجات التدهور في ظل غياب المؤسسات الصحية التابعة للدولة عن العمل في المناطق المحاصرة. تشهد المدينة انقطاعاً كاملاً في سلاسل الإمداد الدوائي منذ ما يقارب العام والنصف، مما أدى إلى تفشي الأمراض المرتبطة بسوء التغذية والتلوث البيئي، بالإضافة إلى غياب المواد الغذائية الضرورية.
تشهد مدينة بحري انتشاراً واسعاً للأمراض مثل الإسهال المائي الحاد والكوليرا، بالإضافة إلى حالات متزايدة من التيفوئيد والملاريا، وأمراض أخرى لم يتم التعرف عليها بعد نتيجة غياب أدوات الفحص وتوقف المستشفيات. ورغم الجهود الجبارة التي يبذلها الأطباء الموجودون داخل المدينة ومن يساعدهم عبر الهاتف والإنترنت، فإن غياب الكوادر الصحية المتخصصة يزيد من حدة الأزمة.*
كما أن النساء في المدينة يعانين بشكل خاص في ظل غياب تام للإمدادات الأساسية مثل الفوط الصحية لفترات طويلة، مما يؤدي إلى التهابات خطيرة قد تؤثر على القدرة الإنجابية وقد تصل إلى حالات وفاة في بعض الأحيان. كذلك، تعاني النساء الحوامل من انعدام الرعاية الصحية الكافية، حيث تزايدت حالات وفاة الأجنة نتيجة لغياب المتابعات الطبية، و عدم معرفة الامهات بتوفي الجنين مما يسفر حالات تسمم خطيرة قد تكون مميتة. كما أن غياب فيتامينات الحمل والتطعيمات الضرورية أسفر عن حالات تشوه الأجنة والإجهاض المتكرر، مما يضع حياة الأمهات في خطر دائم.
الظروف المحيطة بمضاعفات الولادة باتت كارثية في غياب المستشفيات، مع عدم توفر حقن الفصيلة الدموية الضرورية. في الوقت نفسه، يعاني الأطفال الرضع من غياب التغذية المناسبة نتيجة عدم قدرة الأمهات المرضعات على الحصول على المواد الغذائية الأساسية. كما أن غياب الحليب الصناعي (الفورمولا) وعدم توفر مصادر الدخل لشراء الحليب اللازم للرضع يجعل الوضع أكثر حدة، مما يزيد من احتمالات وفاة الرضع نتيجة سوء التغذية.
غياب التطعيمات الأساسية للأطفال، مثل تطعيمات الحصبة والسل وأمراض أخرى، أدى إلى ارتفاع حالات الإصابة بهذه الأمراض الخطيرة في المدينة، مما يهدد حياة الآلاف من الأطفال. أمراض سوء التغذية للأطفال تحت الحصار القاسي، والتدهور الصحي المستمر، يعزز من احتمالات انتشار أمراض خطيرة أخرى مثل السل والحصبة، مما يؤدي للوفاة ما يزيد من حجم الكارثة الإنسانية.
تؤكد غرفة الطوارئ أن حجم الأزمة الصحية والإنسانية في المدينة بلغ مستويات غير مسبوقة. وفي ظل غياب تام لأي زيارة أو متابعة من قبل المسؤولين والعاملين في الأمم المتحدة للمدينة منذ تفجر الصراع في السودان في أبريل الماضي، فإن هذا التجاهل المستمر للوضع المتدهور يضع المسؤولية المباشرة على عاتق الأمم المتحدة، التي تمثل توافق المجتمع الدولي في الشأن الإنساني. غياب الاستجابة المناسبة لهذه الأزمة يجعل المسؤولية تقع على كل من له صلة بتقديم الدعم الإنساني، حيث تم تقييم حجم الكارثة مسبقاً والتحذير منها.
تقترب المجاعة الآن من تهديد حياة السودانيين بشكل أكبر من أي وقت مضى، حيث أصبح الوضع في السودان أحد أكبر التهديدات الإنسانية على مستوى العالم. إن تجاهل هذه الأزمة يجعل المجاعة أقرب للسودانيين من أي مواطنين آخرين في العالم.*
كما تشدد الغرفة على ضرورة وضع المسارات الآمنة لإدخال المساعدات الإنسانية في أجندة أعمال ونقاشات جميع الجهات المهتمة بالشأن السوداني. يجب أن يكون هذا الأمر أولوية قصوى في كافة المناقشات والقرارات المتعلقة بالسودان، مع ضرورة إشراك المبادرات المحلية في عمليات التوزيع وتقدير حجم المساعدات بما يتماشى مع واقع العمل في السودان في ظل هذه الظروف المعقدة.
تشير التقارير الصادرة عن غرفة الطوارئ إلى ارتفاع حاد في عدد الوفيات نتيجة هذه الأوضاع الكارثية. وتعلن الغرفة عجزها الكامل عن الاستجابة* *للاحتياجات المتزايدة والملحة في ظل غياب التمويل الكافي المخصص للقطاع الصحي من الجهات المانحة المتعاونة مع الغرفة.
بناءً على ذلك، تناشد غرفة طوارئ بحري جميع المنظمات الدولية العاملة في القطاع الصحي، وكذلك تلك المتخصصة في المجالات الإنسانية الأخرى، بالتدخل العاجل والفوري. كما ندعو كافة أطراف النزاع وأجهزة الدولة ذات الصلة إلى تقديم الدعم والمساندة اللازمة للغرفة للاستجابة السريعة لهذه الأزمة الإنسانية.
كما نناشد السيد مدير منظمة الصحة العالمية الموجود حالياً في السودان، والأمم المتحدة وهياكلها المختلفة، بالتدخل العاجل والتواصل المباشر مع غرفة طوارئ بحري للحد من تفاقم هذه الكارثة، والعمل على إنقاذ حياة الآلاف من المواطنين الذين يعيشون تحت وطأة هذه الأزمة.

Declaration of a humanitarian and health disaster in Bahri City

Bahri Emergency Room announces that the health situation in the city has deteriorated to the extreme in light of the absence of state health institutions from working in the besieged areas. The city has been witnessing a complete shortage in pharmaceutical supply chains for nearly a year and a half, which has led to the outbreak of diseases related to malnutrition and environmental pollution, in addition to the absence of essential food items.
Bahri is witnessing a widespread outbreak of diseases such as acute watery diarrhoea and cholera, in addition to increasing cases of typhoid, malaria, and other diseases that have not yet been identified due to the lack of testing tools and the suspension of hospitals. Despite the best efforts of doctors inside the city and those assisting them by phone and internet, the lack of specialised health staff is exacerbating the crisis.
Women in the city are particularly vulnerable as basic supplies such as sanitary pads are not available for long periods of time, leading to serious infections that can affect reproductive capacity and sometimes lead to death. Pregnant women also suffer from the lack of adequate health care, as cases of fetal death have increased as a result of the lack of medical follow-ups, and the mothers’ lack of knowledge of fetal death, resulting in serious and potentially fatal poisoning cases. The absence of pregnancy vitamins and necessary immunisations has resulted in cases of fetal deformities and repeated miscarriages, putting mothers’ lives at constant risk.
The conditions surrounding birthcomplications are catastrophic in the absence of hospitals, with no access to the necessary blood group injections. At the same time, infants suffer from a lack of proper nutrition due to the inability of breastfeeding mothers to access basic foodstuffs. The absence of formula milk and the lack of income sources to buy the necessary milk for infants makes the situation even more acute, increasing the likelihood of infant deaths due to malnutrition.
The absence of basic vaccinations for children, such as vaccinations for measles, tuberculosis and other diseases, has led to a rise in cases of these dangerous diseases in the city, threatening the lives of thousands of children. The malnutrition of children under the harsh siege, and the ongoing deterioration of health, increases the likelihood of the spread of other serious diseases such as tuberculosis and measles, leading to death, which increases the scale of the humanitarian catastrophe.
The emergency room confirms that the magnitude of the health and humanitarian crisis in the city has reached unprecedented levels. In light of the complete absence of any visit or follow-up by UN officials and workers to the city since the outbreak of the conflict in Sudan last April, this continued disregard for the deteriorating situation places direct responsibility on the UN, which represents the consensus of the international community in humanitarian affairs. The lack of a proper response to this crisis places responsibility on all those involved in providing humanitarian support, as the magnitude of the disaster was previously assessed and warned of.
Famine is now closer to threatening Sudanese lives than ever before, as the situation in Sudan has become one of the biggest humanitarian threats globally. Ignoring this crisis brings famine closer to Sudanese than to any other citizens of the world.
The Chamber also emphasises the need to place safe routes for the delivery of humanitarian aid on the agenda of all parties interested in Sudan. This should be a top priority in all discussions and decisions related to Sudan, and local initiatives should be involved in the distribution and assessment of the volume of aid in line with the reality of working in Sudan under these complex circumstances.
Reports from the emergency roomindicate a sharp rise in the number of deaths as a result of these catastrophic conditions. The Chamber declares its complete inability to respond to the increasing and urgent needs in the absence of sufficient funding allocated to the health sector from donors cooperating with the Chamber.
Accordingly, the Bahri Emergency Room appeals to all international organisations working in the health sector, as well as those specialised in other humanitarian fields, to intervene urgently and immediately. We also call on all parties to the conflict and relevant state agencies to provide the necessary support and backing to the Chamber to respond quickly to this humanitarian crisis.
We also appeal to the Director of the World Health Organisation, who is currently in Sudan, and the United Nations and its various structures, to intervene urgently and communicate directly with the Bahri Emergency Room to limit the exacerbation of this disaster, and work to save the lives of thousands of citizens living under the weight of this crisis.
