Sudanese Professionals and Syndicates Coordination

Statement

On the Participation of the De Facto Authorities and the Former Regime’s Trade Union Federation in the International Labour Organization Meetings

The Sudanese Professionals and Syndicates Coordination has followed with deep concern the participation of representatives of the de facto authorities in Sudan, alongside representatives of the Sudan Workers’ Trade Union Federation associated with the former regime, in the proceedings of the 114th Session of the International Labour Conference held under the auspices of the International Labour Organization (ILO).

We reject this participation and consider it yet another attempt to misrepresent the will of Sudanese workers and to present a misleading picture of the reality of Sudan’s labour and trade union movement, which has been subjected to systematic restrictions targeting its independence and its right to free and democratic organization since the events of 25 October 2021.

The Sudan Workers’ Trade Union Federation, which was empowered and institutionalized under the former regime, has never genuinely represented the interests, aspirations, and demands of Sudanese workers. It did not emerge through free, democratic, and transparent elections reflecting the will of workers themselves. Presenting this federation as the legitimate representative of Sudanese workers constitutes a deliberate disregard for the struggles of the independent trade union movement and the sacrifices made by workers across various sectors in defence of their rights, freedoms, and dignity.

Furthermore, the participation of representatives of the de facto authorities in this important international forum provides political cover to an authority that lacks democratic legitimacy and fails to reflect the aspirations of the Sudanese people. Such participation stands in sharp contrast to the reality experienced by millions of Sudanese citizens, who continue to suffer from economic collapse, deteriorating living conditions, the destruction of public services, and the devastating consequences of the ongoing war.

The Sudanese Professionals and Syndicates Coordination expresses its profound disappointment that the International Labour Organization has allowed these parties to present themselves as representatives of Sudanese workers despite the absence of the fundamental conditions required for democratic trade union representation. This comes in the context of continued violations of freedom of association, restrictions on independent trade union activity, and persistent efforts to undermine workers’ rights to organize freely and independently.

This situation raises legitimate concerns regarding the extent to which the principles of freedom of association and independent workers’ representation—core values upon which the International Labour Organization was founded—are being upheld in the Sudanese context.

We reaffirm that the genuine voice of Sudanese workers and professionals can only be represented by their independent and democratic organizations, established through the struggles, sacrifices, and collective aspirations of workers themselves. Attempts to impose artificial representation or revive structures associated with authoritarian rule cannot confer genuine legitimacy, regardless of the international platforms through which such representation is promoted.

Over the past years, Sudanese workers, professionals, and independent trade unionists have faced severe challenges, including harassment, arbitrary restrictions, displacement caused by war, and the deterioration of working and living conditions. Despite these circumstances, they have continued to defend the principles of democratic trade unionism, freedom of association, social justice, and workers’ rights.

The Sudanese Professionals and Syndicates Coordination therefore calls upon regional and international trade union movements, global union federations, labour solidarity networks, and organizations defending workers’ rights to stand firmly in support of the Sudanese people’s right to establish and maintain free, independent, and democratic trade unions. We also call upon them to refrain from contributing, directly or indirectly, to the legitimization of bodies that do not derive their mandate from workers through democratic processes.

At this critical moment in Sudan’s history, international solidarity with independent workers’ organizations is more important than ever. The future of democratic trade unionism in Sudan depends on the collective commitment to defending freedom of association, protecting workers’ rights, and ensuring that Sudanese workers are represented by organizations of their own choosing.
